You can access all the music from your iCloud on the iCloud Music Library through Apple Music.  What this means is you can’t properly use the music app without enabling this feature, and its pretty easy to do with the steps below:

Enabling iCloud Music Library should re-establish the connection between your iCloud account and the music app so you can stream again without any issues. However, if this doesn’t work, try the next solution.

Update iTunes and iOS

Apple Music is a service from Apple, which delivers regular updates for it so when it’s not loading, it’s likely that an upcoming update will resolve it. You can get the update by keeping iTunes and your iOS device up to date.

To do this, open Settings and check for a new iOS update. If one is available, download and install it to resolve the loading issue. Otherwise check for an iTunes update as well if the iOS update didn’t work.

Although it is unlikely that Apple servers would be experiencing an outage, you may not be able to stream any music if they’re down. However, such outage don’t necessarily last that long but you can check the Apple server status.
